to this review here I've been with Pair Networks for around eleven years. Their technical support is always prompt and friendly. My one chief complaint is with their shared MySQL databases. Even on a High Volume account they are very draconian as to how many simultaneous connections you can have. This can be a crippling drawback on busy websites.
I understand the need to restrict the number of connections on shared databases, but these restrictions should become less draconian on higher cost plans. 400GB of monthly data allowance is worthless if the restrictions on database connections don't provide reasonable support for modern database based websites. For anyone who has a moderately busy database website but not the budget for a dedicated database server, I'd seriously think twice about signing up with Pair networks.
If you don't have serious database needs and/or don't have a busy website, the rest of Pair's services are excellent, which makes their draconian database limitations even more glaring.
If it weren't for the draconian database connection limitations (especially on High Volume accounts), I would have rated them straight 10s.
